Rosen Plevneliev

President of the Republic of Bulgaria

Born on May 14, 1964 in the town of Gotse Delchev, Rosen Plevneliev is the fourth democratically elected President of Bulgaria. In 1982, he graduated with honours from the Natural Science and Mathematics High School in Blagoevgrad. The same year, he came first in the National Computer Programming Contest. From 1984 to 1989, he studied at and graduated from the Technical University in Sofia as computer engineer. From 1990 to 1998 he was a founder and the CEO of IRIS International LTD and managed the company operations in Germany. In this period, he was responsible for the management and completion of more than 80 construction projects in Germany. He participated in the implementation and completion of projects including the Reichstag, Commerzbank Frankfurt, Munich Airport and Düsseldorf Airport. Between 1999 and 2009 he managed the largest German investments in Bulgaria in the field of construction and real estate. He started some of Bulgaria’s major international projects, including Sofia Business Park and Residential Park Sofia. As General Manager of Business Park Sofia, in 2008 he was given the Investor of the Year Award by the Bulgarian Investments Agency. After the July 2009 Bulgarian parliamentary elections, he served as Minister of Regional Development and Public Works. He was responsible for accelerating the construction of highways in Bulgaria, adopting a new strategy for road construction, the National Water Management programme and the National Energy Efficiency Programme. During his term, a new approach in the management of EU funds in Bulgaria was introduced and many municipal and government modernisation projects were initiated and implemented. In the November 2011 Bulgarian presidential elections, Rosen Plevneliev was elected President of the Republic of Bulgaria. Since 22 January 2012, he has served as the 4th democratically elected Bulgarian president. In 2015, he was honoured with the European Personality of the Year in Southeast and Central Europe Award for his “enormous contribution to stabilizing and improving the relations between the European states and particularly those among the Balkan neighbours.”
