04.04. 2022 - Cybersecurity: a Public-Private Partnership

In wake of the Russian war against Ukraine, GLOBSEC Brussels, supported by Google, will host an online debate focusing on public-private partnerships in cybersecurity.

In a world that is more digitizing every day, cyberattacks become part of the daily lives of cybersecurity officers. Going all the way back to the 2007 denial-of-service attacks directed at Estonian infrastructure, Russia’s cyber activities have been more high-profile and deliberately publicly visible than those attributed to any other country. When security, digitalization and legislation meet, a transatlantic approach is an evident part of the solution.

Therefore, the debate will revolve around the following three central questions:

• What should be necessary to include in the US-EU cybersecurity toolbox?
• How can legislators and corporations work together to better react upon cyberattacks?
• Are the cyber threats that companies and states face, the same?

• 14:05 - 14:35 - Moderated discussion with max 3/4 speakers + moderator (several rounds of pre-arranged questions) (30 min)

• 14:05 - 15:00 - Summary and closure (5 minutes)

Speakers:

• Artis Pabriks, Minister of Defence and Deputy Prime Minister, Latvia (confirmed)

Artis Pabriks is the current Minister for Defense and Deputy Prime Minister of Latvia. Previously held positions as the Latvian Minister of Foreign Affairs and was a member of the European Parliament. Holds a degree in history and a Ph.D. in political science, was the first rector of the ViA.

• Victoria Baines, Speaker and author on cyber security, former Europol official (confirmed)

Dr Victoria Baines is an award-winning researcher and author in the fields of cybersecurity, online safety, digital surveillance, and data protection. After a decade in law enforcement, including responsibility for the EU's cyber threat analysis at Europol EC3, for several years she acted as liaison between Facebook and government authorities on issues of crime and national security. She has held visiting fellowships at Oxford University and teaches at a number of prestigious academic institutions. She chairs the Information Security panel of the City of London's Worshipful Company of Information Technologists.

• Nico Lange, Special Projects, German Federal Ministry of Defence (confirmed)

Nico Lange is currently leading special projects on cyber, technology, and innovation at the German Ministry of Defence, where he has been Chief of Staff from 2019 to 2021. Prior to joining the MOD, Lange has been Deputy General Manager of the CDU, state commissioner for strategy and Innovation, and ran international projects in Russia, Ukraine, and the U.S.
