ENGAGE: Envisioning a New Governance Architecture for a Global Europe

INFORMATION SHEET FOR ONLINE SURVEY
This document contains information to help you decide whether or not you want to participate.

What is this project about?

The coherence and effectiveness of the EU’s foreign policy depends upon its ability to reconcile Member States’ interests and to harness the multiple tools at its disposal in a joined-up fashion. To provide policymakers with recommendations for improving the capacities and capabilities of the EU’s external action, ENGAGE pursues the following objectives:

  • Analyse the main contextual challenges that the EU’s external action faces, including those originating from the diversification of international relations and from questions of acceptability in the eyes of citizens and national decision makers.
  • Assess existing governance structures and policy processes related to the multiple domains of the EU’s external action.
  • Examine the ways in which the EU can more effectively achieve its goals, including engagement with strategic partners, neighbouring regions, and conflict and crisis scenarios.
  • Formulate policy recommendations on how to accommodate multiple action domains, including traditionally internal policy areas, in a joined-up, coherent, sustainable and effective external action.
  • Inform policymakers on the governance structures needed to ensure joined-up and sustainable EU diplomatic action and international cooperation.

 

Do I have to take part?

It is up to you and you alone whether you wish to take part. If you do decide to take part you will be free to stop or withdraw at any time without providing a reason. If you decide to take part you are still free to withdraw unprocessed data at any time by closing the browser before pressing the “submit to finish”. However, because of the anonymous nature of the data it will not be possible to withdraw your responses after submission. Completing and submitting the on-line questionnaire will be regarded as an indication that you have given your consent to take part.

What would I be required to do?

If you choose to take part in the study, you will be presented with an online questionnaire, which should take no longer than 15-20 minutes to complete. You will be asked some questions about the political acceptability of an enhanced EU common defence and external action among policymaking elites in your country.

You can stop the survey at any time and that you can skip questions that you do not want to answer. It is important that you are able to give your informed consent before taking part in this project. Your participation will be confidential without disclosing our identity to any third party.

 

What information about me or recordings of me (‘my data’) will you be collecting?

I will collect your answers to the questions along with your nationality, age, sex, nationality, occupation, and previous postings. Also, your location and date of response will be recorded. Your responses will not be connected to your name, unless you tell me explicitly that you would like me to attribute your thoughts to you personally.

Will what I say in this study be kept confidential?

Yes. You will not be asked to give any information that could be used to identify you personally (e.g. name, date of birth, IP address). Confidentiality and privacy will be ensured in the collection, storage and publication of research materials. A concise data management plan (see below) ensures protection of confidentiality and privacy. I am delighted to answer any questions or concerns about how your data is handled in this project.

What data management processes are in place to comply with GDPR and research ethics requirements?

This project involves the collection of personal data. The data collection, storage, protection, retention and destruction protocols will fully comply with national and European legislation, GDPR and research ethics requirements. Research data will be stored securely on an encrypted and password-protected university drive, for which the organization has security agreements. Where data is to be made pseudonymous, until the end of 24-month retention period. After the deletion of personal data, the other data will be anonymous. This will be maintained throughout the data gathering, processing, interpretation, and publication process. I am delighted to answer any questions or concerns about how your data is handled in this project.

For publication purposes in line with the Horizon 2020 open access requirements, only synthesized research data will be made available in a manner that does not allow individual identification (e.g. it will not be possible to identify the one economic counsellor from country X in country Y). This will follow the principle of 'as open as possible, as closed as necessary'. For more information I am happy to share the Data Management and Research Plan with you.

What will happen to the results of the research study?

The results of this study will contribute to “Working Paper on the political acceptability of reforms among national policymakers” in a framework of H2020 ENGAGE: Envisioning a New Governance Architecture for a Global Europe project. The results will be presented at conferences, written up in policy oriented publications or/and academic inform future research. Results will also inform ENGAGE cross-fertilization activities to inform policy practice and other dissemination activities.

If you wish to obtain a summary of the findings or participate in follow-up activities

At the end of the survey you will be able to voluntarily provide your contact details, in case you would be interested in a follow-up conversation and/or would like to be informed about the outcome of this survey. Voluntarily provided contact details will be stored separately from the survey answers in a password protected and encrypted file, and names/contact details cannot be linked at any point to answers provided in the survey.
