The GLOBSEC Global Europe Initiative

About

The GLOBSEC Global Europe Initiative is an independent reflection process within a high-level group including decision-makers, officials, experts and think tanks that aims to develop actionable and practical policy recommendations that will contribute to EU coherence and effectiveness in its external action. This process complements the strategic reflections taking place under the Strategic Compass (defence and security) and the Conference on the Future of Europe (EU in the world).

A central focus of the Initiative concerns revisiting (once) internal policy areas that have now developed global dimensions. These include, among other issues, technology, innovation, digital, science, health, environmental and competition policy as well as the rule of law, and the ways in which they can become better linked to the foreign policy goals of the Union. While such policies hold promise for increasing the effectiveness of EU foreign policy, they also present institutional, political, legal and other challenges for strategizing and implementing a more coherent voice on the global stage.

The final report, and the initiative per se, will discuss three aspects:

  • Delivering on priority policies with global dimensions: bringing together external and internal policies
  • Building up the EU’s regional clout
  • Enhancing governance in EU external action

The Initiative will be implemented by the end of 2022.
