GLOBSEC Public-Private Sector Dialogues

GLOBSEC presents a series of online workshops focused on defence and security, aimed at connecting public and private sectors for an insightful dialogue on wide range of issues such as deterrence, industrial base, procurement, cyber security, JADO etc. Building on our successful past collaborations with NATO, these dialogues are designed to foster fresh thinking and perspectives, facilitate data-driven decision making, explore technical and legal implications, and maximize future defence cooperation, while raising situational awareness.

 

Structure:
The online workshops consist of a keynote speech, expert-led discussions and interactive breakout groups, providing attendees with opportunities to share their views and inputs on pressing issues. The discussions will be held under the Chatham House rule, ensuring an open and candid environment for participants. Based on the dialogue, policy takeaways will be produced to inform future discussions and decision-making processes.

Dialogue #1 Deterrence of the NATO Eastern Flank

The first dialogue in the GLOBSEC Public-Private Sector series focused on the renewed role of deterrence in the countries of NATO’s Eastern Flank. This initial session brought together key stakeholders from public and private sectors to explore various aspects of deterrence in the region. With expert insights from Gen Denis Mercier, former Supreme Allied Commander Transformation in NATO, the dialogue fostered a valuable exchange of ideas, helping to identify potential synergies and inform future defence cooperation and situational awareness efforts.  

The discussion was driven by two key topics:

  1. Fortifying the Eastern Flank: exploring defence capabilities in the region
  2. Strengthening the European industrial base and streamlining procurement processes

Dialogue #2 The Future of Multidomain Operations

The second dialogue in the GLOBSEC Public-Private Sector series focused on the future of multidomain operations (MDO), bringing together government officials and defence industry representatives of EU and NATO countries. The event featured opening remarks from Wendy Gilmour, Assistant Secretary-General for Defence Investment at NATO, and Gen. (ret.) Philip Breedlove, 17th Supreme Allied Commander Europe (SACEUR) of NATO Command Allied Operations.

The discussion was driven by three questions:

  1. What is the definition of MDO in a multinational context?
  2. Turning grand visions into reality: what are the lessons learned from the national experiences when it comes to MDO?
  3. How to define the role of innovation and technology with relation to MDO?

Dialogue #3 Geopolitical Consequences of Global Supply Chains

Seismic geopolitical changes continue to pressure supply chains adversely impacting national defence and economies. With so much uncertainty, Koray Köse, Chief Industry Officer at Everstream Analytics led GLOBSEC's third Public-Private Sector Dialogue to provide expertise on how to increase resilience and reduce exposure.

The discussion was driven by two key topics:

  1. Re-globalisation and restructuring: the impact of geopolitical shifts & conflicts on value chains as well as supply chains
  2. NATO & EU ensuring resilient supply chains: Defence Production Action

Dialogue #4 Enhancing NATO's Cyber Resilience

GLOBSEC’s fourth online event in the Public-Private Sector Dialogue series focused on the cyber resilience of NATO. The opening remarks were given by Heli Tiirmaa-Klaar, Director of the Digital Society Institute, and Brandon Wales, Executive Director of Cybersecurity and Infrastructure Security Agency. The objective of this PPD was to analyse how NATO can better protect its digital assets and enhance cyber resilience; it paid specific attention to the existing cyber threat landscape, gauging the effectiveness of collaboration between NATO and industry partners in this regard, and ways to strengthen these partnerships.

The discussion was driven by two key questions:

  1. How has the cyber threat landscape evolved in the past decade and what are the immediate vulnerabilities that NATO faces in this regard?
  2. What are the key factors or challenges that influence effective collaboration between NATO, the EU and private sector entities in countering cyber threats and how can these partnerships be strengthened?

GLOBSEC's Public-Private Sector Dialogue #5: Moving European Defence to a War Footing

GLOBSEC’s fifth online event in the Public-Private Sector Dialogue series focused on European defence. The session was opened by Jiří Šedivý, Chief Executive of the European Defence Agency (EDA), and Marcel Grisnigt, Senior Vice President and Chief Corporate Development and Integration Officer at KNDS. The participants explored possible next steps to boost cooperation channels between defence companies and the public sector to increase the productiveness and competitiveness of European industries. To summarise in one sentence, we must deliver “together, faster, more and preferably in a cheaper way”.

The discussion was driven by several key topics:

  1. What is “new” for the EU’s defence and security?
  2. What are the key words for the upcoming political cycle?
  3. Improving the EU’s situational awareness and decision-making
  4. Standardisation and interoperability

Dialogue #6 Eastern Flank’s Expectations from the NATO Summit

GLOBSEC’s sixth online event in the Public-Private Sector Dialogue series focused on the Eastern Flank's expectations from the 2024 NATO Summit. The opening remarks were given by Kolinda Grabar-Kitarović, Fourth President of the Republic of Croatia and Martin Sklenár, Former Minister of Defence of the Slovak Republic and Distinguished Fellow at GLOBSEC. The objective of the discussion was to analyse ways to rebalance the Transatlantic relationship, assess what Europe must do to step up to the mark, and discuss whether NATO has the strength and resilience to provide effective deterrence on the Eastern and Northern Flanks.

The discussion was driven by two overarching questions:

  1. Time to rebalance the Transatlantic relationship – What Europe must do to step up the mark?
  2. Does NATO have the strength and resilience to provide effective deterrence on the Eastern & Northern Flanks?
