The war in Ukraine marks a pivotal moment in the history of the Western world, especially for the European Union. It is crucial to assess the war's impact on European defence and the potential role for the EU in bolstering its current security architecture. The EU must enhance its decision-making and industrial capacities to be a credible partner to the US and NATO, following decades of underinvestment in defence.

These shortcomings have hampered Member States' ability to defend their territories and support partners like Ukraine. In this context, this chapter aims to outline the new Commission's priorities for Central and Eastern European security and propose steps to expedite political processes and strengthen defence capabilities. Consultations with public and private sector stakeholders reveal significant obstacles at the institutional, financial, and industrial levels. With defence becoming a priority for the EU, efficient political decision-making is essential. Additionally, upgrading existing tools-such as the European Defence Fund (EDF)-to boost European defence industries and address gaps in military equipment production represents a fundamentally needed step. This goes hand in hand with exploring additional investment opportunities at the EU level.

The policy brief Advancing the EU's Defence Ambitions offers recommendations on the priorities that the European Commission should adopt in the area of defence. The brief is part of the GLOBSEC consultation project and is included in the publication Pivotal Moment for Europe: Central European Proposals for the Next EU Leadership.
